We pulled three published Google Ads CPC datasets to compare outlier legal keywords against industry-wide averages. Two things stand out. First, the top of the list is local and specific: a city plus an accident type. The generic head term is often cheaper per click because it attracts more people who are only researching. Second, the biggest search volumes are not the priciest clicks. "car insurance quotes" gets about 1.95 million US searches a month at $45, which makes it one of the largest ad markets on Google even though it isn't the top CPC.
One data caveat: for a handful of broad legal head terms ("car accident lawyer", "truck accident lawyer"), Ahrefs returned averages under $1 on the day I pulled this. That is clearly a gap in the data, not a real price, so I left those terms out rather than print a number nobody pays.
Average CPC vs top-of-page bid: why lists disagree
If you have seen lists claiming a single click costs $700 or more, they are usually measuring something different. There are two common numbers:
- Average CPC (what Ahrefs and most SEO tools show): an estimate of what advertisers pay on average per click. This is the number in the table above.
- Top-of-page bid range (from Google Keyword Planner): the range advertisers have bid to show at the top of the page. The high end of the range is the extreme.
For example, ppc.io's July 2026 Keyword Planner pull lists "truck collision attorney" with a top-of-page range of $54 to $732. The $732 is the top of the range. Most accounts pay much less than that, and the low end ($54) is close to the averages in our table. Both numbers are useful. Average CPC tells you what traffic is worth. The top-of-page high end tells you how far some firms will go for a single case.
Why these keywords cost so much
Google Ads is an auction, so a keyword is expensive when several advertisers can afford to lose money on most clicks and still come out ahead. That happens when:
- One customer is worth thousands. A personal injury case can pay a law firm a large share of the settlement. A mesothelioma case pays even more. Spending $100 a click is affordable when one signed case in 50 clicks covers the whole budget many times over.
- The customer stays for years. Insurance, loans and B2B software earn recurring revenue. An insurer that keeps a driver for five years can pay for a lot of $50 clicks.
- The searcher needs help now. "emergency plumber", "same day plumber" and "emergency garage door repair" are searched by people who will call the first credible result. Urgency raises conversion rates, and higher conversion rates justify higher bids.
- Lead buyers join the auction. In legal, insurance and rehab, lead generation companies bid next to the businesses themselves and resell the leads, which pushes prices up further.
- Quality Score sets the price you pay. Google multiplies your bid by ad relevance, expected click-through rate and landing page experience. Two advertisers on the same keyword can pay very different prices.

These are the same 50 terms, grouped by industry. The pattern within each group is the same: the more specific the commercial intent, the higher the price.
Legal: the highest paying keywords on Google
Accident and injury terms dominate. City modifiers raise the price because firms are licensed and compete locally. If you run a law firm, the cheaper path is usually ranking organically for the city and accident type, since one click on an ad for these can cost as much as a month of content.

The cost of keywords: what you actually pay
Keywords themselves are free. You can target any keyword with a page or an ad. What costs money is the click (in Google Ads) or the work to rank (in organic search). How to find high CPC keywords in your own niche
The CPC keywords that matter most are the ones in your own market, not the ones on a national list. Here is how to find them:
- Start with Keyword Planner. In Google Ads, open Keyword Planner, enter your service and location, and sort by "Top of page bid (high range)". It's free with an Ads account, even if you never run a campaign.
- Check average CPC in an SEO tool. Ahrefs, Semrush and similar tools show average CPC next to volume and difficulty. Sort your keyword list by CPC to see which terms advertisers value most.
- Add modifiers. City names, "near me", "emergency", "same day", "best" and "cost" tend to raise CPC because they signal a buyer.
